付紅英，女，漢族，1958年生，肢體殘疾，中共黨員，天津市南開區(qū)人。天津市殘聯(lián)文體中心聲樂指導(dǎo)兼合唱指揮，系天津市音樂家協(xié)會會員。87年進入天津市殘疾人藝術(shù)團，92年畢業(yè)于天津師范學(xué)院音樂專業(yè)本科。近20年的殘疾人文化工作，組織殘疾人才藝、合唱、棋類、書畫等活動，參與組織了大量的文藝演出和比賽。2005年她所指揮的無伴奏合唱《八竣贊》榮獲全國金獎，同年12月，率團參加中國殘疾人藝術(shù)團成立18周年慶典活動，受到黨和國家領(lǐng)導(dǎo)人的親切接見。
